I just bought a tennement building, vacant except for sitting tennants in the basement. They agreed to move out after 5 years so i closed the deal.

So you get a permissions slip to say you can use one.

They cause far more upset and disturbance both in lessons and at break/lunch to allow their unregulated use.

The fallout for fights staged for snapchat is far more time consumng for staff than administering/policing special cases.

I fail to see a downside.
