What gets sold to cops isn’t passive flagging, cops don’t like passive flagging.
If a dangerous element is passing thru their jurisdiction, their preference is to look elsewhere.
What they want, and what they buy, is the ability to type in a plate and find out everywhere they’ve been and where they are.
