They just know people complained and pushed back, so they changed it to be in line with the protestors. And since lobbiests haven’t pushed back it sits where it is now.
Things rarely go so deep to have purposeful sabotage. Sabotage though ignorance, laziness and knock on effects tend to be WAY more common.
Age checks are just a combo of easy political points for Re-Elections via think of the kids. Easy points with donors cause they ask for it for data harvesting reasonings.
Actually pushing Linux aside likely doesn’t come across either of their minds. One just wants brownie points the other wants your personal information.
If you marginalize it so its no longer usable on the modern web to do all the things you need to do… Then yes, thats the same as effectively killing it.

If sites require OS level age verification, then you can’t visit them if your OS doesn’t have it.

It’s not the same. Linux is unkillable. However the proprietory software purveyors can try to slow down the growth of Linux.

Although I’m sure Red Hat and Ubuntu will implement it eventually to keep their enterprise clients compliant.
